I think the problem is that the model without a steering arm assumes cable attachment to a steering wheel. The bracket for connecting to a steering cable goes where you would expect to see a lever locking mechanism. Even my pre-2000 Yamaha had a jury rigged pin and plate vs. a locking lever.
