The brackets can be moved if needed. But at the time I didn't realize how close they were and I had to pull my boat out of the marina. I agree, 1x4 or 5/4 would probably suffice I will replace the 2x once I launch in the spring. - rob

This is a classic "lower the water because the bridge was built too low"
situation. First, why can't the welded brackets be moved? OK, let's not go there. How about using 1x4 pressure treated lumber (or 5/4" decking
material) in the area adjacent to the keel to increase your clearances? I wonder if Trex (plastic decking material) is strong enough.
