You can leave either cleat engaged or open.  You can see a picture of the early prototype on the usedrhodes.com web site and see both cleats are open in the picture.  Stan is refining the design to have smaller cleats and better mechanical advantage.  Send stan an email or come back to the usedrhodes.com site for updates and availability.
