First my centerboard got stuck then my rudder wouldn't go down all the way.
If the rudder isn't down all the way it's almost impossible to sail with so
little steerage.
For the centerboard I ran a line under both sides of the boat and had two
strong men (well the other guy was pretty strong) pull with all our might.
Since my boat sits next to the bulkhead we even had the advantage of pulling
the line while standing on shore. Nearly pulled the boat out of the water
but the centerboard didn't lower any further. The boat sails fine so I'll
wait until she's dry-docked and have a look at her. If it's barnacles I
don't want to damage the centerboard by trying to force it.
I thought marine growth might be causing the same problem with my rudder
until I pulled it out of the water and found that the line that pulls the
rudder down was jammed in between the rudder and the casing. The bar that
kept the line in place had come loose--something you can't see when the boat
is in the water:

Here's what it looks like with the bar re-attached:

While I was in the picture-taking mood I took one of my rudder clutch. My
old one was never loose enough to allow the line to freely move. I was
going to order a new one from Stan but as a temporary fix went to the
hardward store to get a wing nut. I found something similar that was easier
to grip. I was concerned that it would fall off but the only time it's
loose is when I'm moving the rudder up and down. Works great. Here it is
without the "wingnut:"

Here it is with it attached:

Not as pretty or clever as Stan's but it seems to work.
