Pop rivets are the only way to go. You will have to find an industrial nut  
and bolt place in order to find the right size. At least in my area the 
local  hardware stores didn't have anything big enough. The Internet can also 
be a good  source.

I agree  with Rummy. I replaced my entire rub-rail and pop rivets is the way
to go.  Getting the rubber bumper back into the slot can be a challenge and
I used  a heat gun to help.
