Thanks Joe. I see a small two inch or so cylinder that has apparently become
partly unscrewed. But I still don't see how the lines are supposed to go
around or through it. 
Rummy, your rudder line is like the one that was on my prior 22-simple. This
new rig has the line attached in two places on either side of the blade which
is why they are getting caught between the blade and the standing part. I
guess I'll take the rudder off and see if I can figure it out. I've just
gotten the boat and there are a number of new features I'm getting used to.

Harry:

     I can't quite get the focus of your rudder issue from the description.
 However, I might have your answer:  

     Last year, I replaced a threadbare line on my (recycled '87) rudder
lift and did not realize that at the very bottom of the housing in which the
rudder pivots there is a small tube-like structure, only an inch or two long,
through which the line must be fed in order to avoid jams when raising and
lowering the rudder. I had to haul the whole mess out (while on the water) lay
it across the transom and thread the line properly.  In my off-season haste
to do the fix, I missed the thread tube (Stan probably has a "real" name for
it) and paid the price of tangled line.  I hope this will solve your
troubles.
