Breakers are listed with Amperage also so that you know how many amps the
circuit can handle before the breaker will trip.  That one is an old school
12v 40A breaker that creates an open (stops conducting) when the conductor
inside reaches a certain temperature and then is supposed to reset itself
when it has time to cool down.  It is very possible that the dielectric
inside has corroded and no longer functions correctly.

If it says 40A, it's a fuse.  Fuses are rated in amperage (A) and specifies
the amount of current that can pass through before the fuse blows.  I don't
recognize the part, put I expect something like this might suffice.  If the
fuse is blown, your switch and motor lift will not work. - rob

I'm guessing it may be a circuit breaker or fuse.  All I can see through the
rust is 40 A
