I repaired mine, which was in much worse condition, and I had no skill or
experience at all when I made the repair about 15 years ago - and it has
held firm ever since with no leaks. Maybe I was just lucky.
Yes, all the broken and cracked areas need to be removed by grinding them
out and the repair needs to be done with epoxy, not polyester, against the
fibreglass substrate. You make a good point about the gelcoat surface. From
the picture I thought I was looking at the top side of the cap. It will need
to be cleaned thoroughly with solvent like Interlux 202 to ensure that there
is no trace of mould release wax and then ground or sanded down with a
coarse sanding disk to the substrate for the epoxy to adhere properly but
having done that I see no reason to worry about the bond. Hull repairs are
done all the time with epoxy and they certainly have gelcoat to contend
with.
If the gelcoat shown in the picture is on the inside of the flange then it
will need to be cleaned and ground/sanded the full length before the epoxy
mix is used to create a new flat surface so this is something Brooks needs
to be cognizant of and I am glad you raised the matter. Grinding the gelcoat
off will leave the surface rough and uneven and I agree that no one can sand
the flange perfectly flat, but that was the point of moulding a new flat
surface using epoxy and colloidal silica filler.
Even if Brooks buys a new cap I expect that he might still need to effect
repairs on that if any of the holes are misaligned. That seems like a lot of
expense to me but everyone needs to consider what they want to tackle and
can afford.

You really need to look closer at his photos. This cap has gel coat.
Fiberglass does not adhere to gel coat. The areas around the holes have been
compressed and has damaged the glass and has caused total de lamination.
Simple glass work this is not. I downloaded the photos to my computer and
then zoomed in on them. The detail tells me this is a real mess. I will
guarantee that this cap cannot be repaired with your method. You will have
to remove all the broken glass and then be able to sand everything
perfectly flat. I certainly don't have that ability and I've been repairing
and building boats most of my life and I've been in several R22 centerboard
trunks.

Resin will not penetrate cracks sufficiently to make a strong bond. There
