When beefing up 2 Layers of biaxial might be enough. Biaxial is very
strong. 4 layers is probably overkill. I like overkill.

By the time I bought my boat, any trace of a wood partition was long gone.
Of course, there must have been one because the aft wall of the flotation
foam is very smooth. I (I should say we) managed to get the new glass
nearly all the way to the top of the foam. I say we, because as the project
drug on that day I had my wife help me with the glassing of the foam wall.
I laid the floor part and then she crawled in and did the wall. The foam was
soaked with laminating epoxy first and then 3 layers of mat/ biaxial were
laid down in rapid sequence. She did a great job, only a few air pockets
appeared underneath the first layer on the wall so I was very happy with the
adherence. The finished product looks good and is waterproof at least till
the water reaches near the top of the wall.
While on the hard the lazarette water intrusion was a constant problem.
There are a lot of trees in my yard and stuff was constantly clogging the
drains even after they were enlarged. One day after a particularly heavy
overnight rain, I woke up to discover the boat trailer with the tongue
hanging up in the air. The now waterproof lazarette filled up with water
sifting the center of gravity way towards the stern. Fortunately the boat
was well tied to the trailer and did not slip off.
As a later project, I installed a bilge pump in the lazarette which is on a
manual switch (no float) but I never have to use it since the boat drains
work fine now that it is on the boat lift.
I also added extra glass to my boat in the following locations
1. Bilge all around the stringers and up to and including the centerboard
trunk, actually this means all glass seen when the sole is removed. All
traces of delamination ground out and laid 3-4 layers of biaxial. (4 layers
near centerboard trunk)
2. The center board trunk cap completely covered in 3 layers of biaxial
3. the fiberglass cap over the top of the forward ballast. 4 layers of
biaxial. The mast indirectly rests on this. Additional wood work was also
performed here, fiberglass work was only part of this project.
All I can say is the fiberglass centerboard trunk cap seemed quite weak when
I initially removed it. After the glass work I can stand on it and it feels
rock hard.

The plywood wall between the foam and the lazarette is rotted out in my boat
too. The plywood was very thin - no more the 1/4" leading me to think that
it was intended only as a barrier when the foam was poured rather than have
any structural purpose. I tried to glass over the foam but made an awful job
of the glass and ended up removing it before it set. Somehow, hanging upside
down into the lazarette while trying to glass a vertical surface was too
much for me so I just coated the foam with epoxy to seal it off and will let
any water drain into the bilge.
I haven't had a problem with water in the lazarette since I replaced the
3/4" mushroom thru-hulls with 1 1/2" flush mounted scabbards.
I have been thinking about reinforcing the hull throughout the boat below
the waterline with a few layers of cloth. The hull seems very flexible to me
and has been damaged where the front trailer struts support the hull.
Problem is I don't really know how many layers of cloth would significantly
strengthen the hull. How many layers did you use in the lazarette?

I miss spoke here, I actually added some fiberglass to the floor of the
lazarette, mostly near the wall that is formed by the aft side of the
flotation foam. In my case, there was delaminated tabbing at the junction
of the hull and flotation foam. I removed the bad tabbing, ground the hull
surface, cleaned and then glassed an area along the entire foam wall
extending toward the stern perhaps 10 ". No mods were made to the transom.
I added extra biaxial because when I was stepping around in the lazarette to
find the leaks there, I noticed that the hull (lazarette floor) seemed to
give a lot. My boat was built in 1978. The hull is solid woven roving and
mat. Following adding the extra glass, the lazarette definitely gives less.
At the time I thought that I would modify the boat lift to support the boat
from the bow and the stern, but I now don't think I will do it this way.

My Rhodes had a similar problem especially when on the hard. I didn't want
the water to get inside the boat by flowing thru and around the foam. Foam
can begin to absorb water if its continuously exposed to it. This is an all
too common problem with older power boats in Florida where I live. Google
"waterlogged boat foam".
I can't say for sure if this would happen to you or not, but it definitely
started to happen on my boat. Before I discovered the problem was mostly the
lazarette, I pulled the table mount base out of the cockpit. The last
installer didn't caulk the base and water was indeed getting in there. The
foam near the Hole was soaked and mushy. I dug out the bad and
caulked/reinstalled the base after letting the remaining mostly dry crunchy
foam dry out.
I replaced my boat drains and hoses with larger ones and glassed over the
foam up as much as I could, also added additional layers of fiberglass to
the hull in the transom while I was at it. I added a bilge pump to the
lazarrete to pump out any water that still gets in. .
Now that the boats is on my lift I don't generally see more than a cup or so
of water in the lazarette, as I don't get leaves on the boat now, only bird
poop.

2015 sailing season.
While standing on my head in the lazarette I noticed the lack of fiberglass?
Same port side where leak was found. The lack of fiberglass is at the top,
port side of forward, lazarette wall. Starboard side bulkhead is fully
covered in fiberglass?

I have found the brushes sold for cleaning the lint from clothes dryers (
long slender cone shaped) work great to keep the cockpit drains clean. I
keep one on the boat.
Cheap and easy!
Just my thought. I hate re inventing the wheel.
