I hate to disagree, but disc brakes make a lot of sense for folks that are
on salt water. Shoe brakes and all of their hardware corrode very quickly
when exposed to salt water. There are rinse kits for them, but I have never
heard of them being very effective.

He is either recommending you change the brakes to disc brakes because he
wants the additional money from the sale, or he really hates working on
drum
brakes (I wouldn't blame him much). Either way, it's an added expense

really doesn't do anything for you.
