The only real requirement is that you pass the test. I’m sure ASA 101 is a fine course, but based on the practice test that’s in my course booklet, I doubt it would be useful preparation for taking the state test. For example, it probably wouldn’t teach you that a PWC loses all ability to steer when not under power (which I didn’t know), or that it’s illegal to tow someone on a tube that doesn’t have handles (which I might have guessed).
I recently completed, and passed the ASA 105 Coastal Navigation course. I did it home-study, so I didn’t meet any great people, but I enjoyed it and learned quite a bit. I think I’ll pass on the ASA 101 course. I took a look at the curriculum, and its pretty basic stuff. I’m sure I’d learn a few things, I don’t feel that it would be enough to justify the time or expense.
The students in the state Safe Boating class seemed to be a pretty diverse lot. The table in front of me had a family; mom, dad, and two boys aged 12 and 15. I’m going to guess that these people will not be a danger to themselves or to others on the water, but that probably would be true even if they hadn’t taken the course.
