Yeah, something not right on how this furling line is run.  The line that furls the sail should exit the mast and run under the boom and cleat off under the boom.  The "unfurling line" off the main should attach to clew of the mail, then run through a block on the top of the mast (each one is a bit different), and then pass through the end of the boom so you can cleat it off.  Someone posted these photos which I will reuse.  The second photo shows the black furling line cleated below the boom and the blue unfurling line going through the block, down through the hole at the end of the mast, and cleated off below the mast.  The plastic block on top of the boom is broken, but should attach to the clew.  My boat is not quite set up exactly like this, but hopefully you get the idea.  The only line that would be cleated on the mast would be the topping lift line.  Good luck! - rob

While my first R22 was an 86 and my current a 2010, there could be changes that I am not aware of.  Looking at your photo I see two things that I would question.  First the size of the furling line looks much larger that what I have/had. And secondly where the line(s) are cleated.  On both of ours the furling and unfurling lines are either on the boom or inside the boom.  It looks like (can't tell for sure) the furling line is cleated to the mast? Am I correct?  There should be a couple of cleats mounted on the boom.  One line is mounted on the boom to unfurl the main and the other to furl the main.  Unfortunately our boat is pulled for hurricane season and I cannot take any photos.  

As to the size of the line that appears to be the unfurling  line is at least two sizes too big which may be one of the reasons you are having furling and unfurling issues.  There may be a message or two in the archives that has photos for you to review.
