If this ‘bite down’ happens without the sail being involved, then the issue must be with the outhaul system, which doesn’t have that many moving parts.

There should be an opening on the mast end of the boom that will allow you to remove the car from the boom.  I’d do that and inspect the car just looking for anything that doesn’t look right.

The only other thing I can think of is to check that all of the blocks involved in the system turn freely.
