While not an optimum situation, I would think it not much different than
offsetting for engine torque while motoring. How it could happen in the
first place is a question. Check out  "Inspecting the Aging Sailboat" by
"Practical Sailor". If your rudder is wood cored it could have warped. You
may want to drill a hole from the bottom upward into the core (water may
even drain) you could determine what kind of core, if any is present.
