My 2014 has the thumb wheel as Joe described.  
   
My ‘86 has just a clam (?) cleat mounted on the side of the rudder post. The downhaul line attaches to hole in the rudder and comes up through the cleat, jamming the line, then I just wrap the excess with a few turns around the tiller.

My boat came to me with no down haul.  There's a small cleat for the up haul (or whatever it's called) but I don't see a comparable cleat for the down haul.
