Hi Cary,

That part does not look familiar.  But, if you are trying to prevent the outboard motor uphaul from chafing on the gel coat, couldn’t you just install a few SS rubbing strakes? See West Marine (Taco Marine 3/4” X 8”, M/N: S11-170OP8, C/N: 110215, $20.99 Each + S&H).  That’s what rubbing strakes are for.
