Peter, another option is to use an LED bulb that switches between anchor and steaming based on a micro-processor in the bulb responding to how many times you flip the switch on and off, like the Marine Beam tri-mode anchor/tri-color/SOS bulb - https://store.marinebeam.com/led-tri-color-and-anchor-light-combination-bulb/ (maybe there are others out there like this too).  I can't speak to how well it works - I didn't end up going that route myself (and now I can't remember why!), but it was an option I considered when I was redoing my mast head lighting last year.
