I would make the boat as light as possible.  Take
motor off, nothing in the lazerette, etc.  Always try
to get the boat as far forward as possible on the
trailer.  Something it take a couple of try to get it
right.  My trailer has the spare tire U bolt where I
can mount the spare tire up close to the tounge but I
always just throw the spare in the back of the truck. 
If you already have to boat on the trailer and don't
want to reposition it; you might try putting your
anchor and some weithted ofjects all the way to the
front of the V berth.  

Water in the holding tank is to much toward the middle
of the boat.  Won't help you with the problem and only
weight don't the trailer axile.
