Also, remember that the National Guard works for the Governor. They only 
belong to the Federal Gov't when called up, or activated. The Gov of LA had 
many troops at her disposal. It is up to her to decide when and where to use 
them, NOT President Bush or the Pentagon. Louisiana is infamous for their 
corruption and misuse of public funds. This has been going on for decades. 
All of this lack of planning and fiscal responsibility at the state and 
local level is now resulting in the suffering of thousands.
