Maybe you want to do a little checking and see who it is that is responsible for
deploying the -"LOUISIANA"- Nat'l Guard. First hint ..... it ain't the
President.
It has already been said, many times, that the levees failed in places that were
NOT even on the list for upgrading. The budget had nothing to do with that. If the
buget HADN'T been cut this year, that work wouldn't have been done yet anyway. So,
the blaming budget cuts "this year" is pointless.

So sorry, but you got it backwards. The President writes the budget and submits it to Congress for approval. President Bush submitted the budget which cut $71,000,000 out of the Corps of Engineers' budget for levee work in New Orleans this year. He also appointed a lawyer wuth no emergency management experience as the head of FEMA, the federal emergency managment agency. Is he responsible for his actions?
