Ed,

I haven't found any information on the exact positioning of the lights, just the visibility issue.  However, here are a couble of links that I went to for boater education and safety whil I was in Florida.

Maybe this will help.  

My masthead light was orginanlly just below the spreaders, over time someone moved it up to just above the spreaders.  This area of the mast seem logical to me.
