You may be right, but I'm not smart enough to get to the manual without  
knowing the year, etc.  I have the serial number (783579) and what  may be a model 
number (FT9.9XEF), but I don't know how to begin to  sort it out without a 
model year.  I'll try again with DaveB's  info.  
 
DaveB: Thank you - what a relief.  I've studied the front,  bottom, left and 
right side and top of the motor at length.  I've pushed  and pulled on 
everything and got nowhere.  As you might imagine, the one  thing I haven't tried to 
do  was to lean out wayyy over the back of the  motor to try to find a lever 
for the cowl.  I didn't have a mirror to  see the back of the motor and  I 
figured no manufacturer would  put stuff out there where it can't be seen and is 
difficult to access -  right?  Wrong!  I will try it.  Thank you for the tip.
 
One problem that the UPP set up may have is that with the security bar  on 
the outboard motor mount I don't think it can swivel the  motor forward.  I'll 
find out Thurs. Maybe the solution is to  take the security bar off for 
maintenance drills,  I don't know.  Certainly the motor will go straight up and down 
with no problem, but  I don't think it will swivel forward so that the back of 
the motor is more  accessible.
