FWIW, we got our refurb from Gen Boats about 3 weeks ago  now.  Turns out we 
have 2 batts on board.  They installed a VHF  we provided.  There is a 4 
position main power switch that  connects/disconnects the 2 batts; states are : 
batt 1, batt 2, both, off.   If the batts are on the radio has power (of course 
the radio  still  has to be turned on), it's not run through the switch panel.  
I presume  that's the factory solution.
