That's a second chance email that is usually sent after the auction has
ended and either the reserve was not met but the seller decided to accept
the highest bid or when the transaction with the winner falls through for
some reason.  I don't know why you would get it during the auction.  What I
would do is ask the seller through the "Ask Seller a question" Link on ebay
and see if he really meant to send it or if it even came from him.
