Apalachicola has a city ramp under the bridge with some parking and a he
will get you when he feels like it gatekeeper. Back on the river side there
are a couple of marinas:

Apalachicola Bay is suitable for sailing a R22 but not a bigger deeper
sailboat.  

Carrabelle has several marinas and they have sailboats there.

Port St. Joe has a city(?) marina where they used to dock the ships for
loading wood.  No more paper mill.  It also has a connector canal to ICW to
Apalachicola.  See:
