The rules of the sea state that when a vessel approaches on your starboard side, if it is an arc from your bow to admidships on your own starboard side, it is in your so-called danger zone and It has right a way as the privileged Vessel.. See Chapmans' "Piloting and Seamanship - chapter on Small boat Handling U.S. Inland Rules."
In the illustration however, if the larger vessel is under motor power and the sailboat is NOT, then the sailing vessel has right of way and the powered vessel should yield to it.
The above does not apply to racing rules where almost "anything goes" but collisions are to be avoided.
