[Rhodes22-list] Outboard Stalling

Try putting the tank on the cockpit seat.  Pump the bulb and let the 
engine idle.  Make sure there are no air bubbles in the line by pumping 
from time to time as the engine idles.  Then let the engine idle.  Does 
it stall?
