Rick,
We have a similar effect here on the chesapeake: wind with any northerly component blows the water out of the Bay, which lowers the levels in the creeks causing really low tides.......wind with any southerly component does the opposite: it blows the water up the Bay and into the creeks, causing really high and often flooding tides.
Is there a name for this or is it also a seiche?

Actually, it is called a seiche and can be quite pronounced in the western
basin of Lake Erie because it is so shallow.
