Agree with this advice, though the push it down 
with something through the tube for the pennant 
can work as well, just make sure you don't 
dislodge the pennant tube while doing so. Most of 
our centerboard problems come from not enough 
use. Even when the boat doesn't get used much 
(which seems to be most of the time these days) 
we do try to get over to the boat and raise and 
lower the cb a few times once a week or so. If it 
gets to the point where it's not lowering all the 
way, taking it out, tacking a lot and running the 
powerboat wakes has always freed things up.
