Christopher,
I expect your larger genny is blown out, your forestay is too loose for the
larger sail, your foot and leach lines aren't holding or your sheeting
angles to the car are off. (As a rule of thumb, the sheet should bisect
the angle of the clew.) Of course, the smaller sail will pull better at
higher wind speeds because you don't have to furl it as much. But any
foresail, no matter how much it is furled, should not luff under 50 deg off
the true wind.
