[Rhodes22-list] Centerboard won't drop

I also have a centerboard that will not drop.  I tried diving and pulling last year, but it will only deploy a short way then gets stuck.  It's very annoying as I kept asking the previous owner if the centerboard was working properly (I bought boat on a trailer) because I didn't want to mess with the centerboard cap.  He assured me it was good.  Saturday I start opening it up.
