Jerry,
Have you checked your cockpit and seat drain hoses. I wonder if one of those
isn't seeping just a bit. Sounds like the water might be getting under the
foam floation beneath the cockpit and seeping from there into the bilge near
the centerboard housing where you are removing it. It takes a bit for all the
water that gets under the foam to come out.
